How will this actually be tracked and enforced?
All of these schools are massively reliant on federal money, it wouldn't be that hard to make proactively policing your own athletic department and student athletes for pay for play a prerequisite for your school to be eligible for federal grant money

college athletics is not a free market, or its not supposed to be.
Are you sure you don't mean what you want college athletics to be? Athletes risking their health and future livelihoods to entertain you for free while absolutely everyone else on the field or involved in any way is making bank?
