I think this does cut some. Enough? No. But the Trump budget for 2026 will be introduced around Sept.
This is Biden's budget. And the Green energy deal is being stripped.

Nope. You don’t seem to understand how government spending is allocated. They will spend the money allocated by Congress on something else.

Harris said that hard-liners stopped negotiating just before midnight Wednesday, saying there was a deal but it was “pulled off the table.” He suggested that the deal would make further cuts to Medicaid.
In order to make "further cuts" there has to be cuts happening.
DOGE is still working and has already identified 880 BILLION to cut over 10 years. But that's not a win for you.
