There was more discontent with Reagan when there was no Jim Crow compared to Eisenhower.

He was admittedly flooding their neighborhoods with crack cocaine and punitively jailing them for the same drug our kids would get a slap on the wrist for (ruining the black family might I add). They also had full citizenship by this time, so more "safety" to speak out about injustices they felt and perceived.
