The files eligible to be released under the law were released almost a year ago.

I agree your post. Plenty of time for people to review and come to a rational conclusion with these pardons this early.
It is 1 of 2 things IMO:

This is the opposite of what needs to happen. Political corruption should have much harsher penalties. This sort of thing has ruined many central and south american countries.
