MikkUGA thanks for all this. Maybe Team Trump has figured out a way to bypass Congressional oversight, but an Executive Order cannot change a statute.

?The Risk in U.S. Banks: If the oil money were deposited directly into a standard U.S. bank account, creditors could immediately file lawsuits in U.S. courts to "attach" (freeze) those funds to satisfy their debts.
?The Qatar Solution: By keeping the funds in Qatar—a neutral third-party location—the money remains outside the direct jurisdiction of U.S. civil courts. Even though the U.S. Treasury "controls" the account, the funds are not physically "onshore," making it much harder for private lawyers to seize them.
?2. Strategic "Neutrality"
?Qatar has a history of acting as a financial intermediary for the U.S. (most notably in past deals involving Iran).
?Diplomatic Buffer: Using a neutral Gulf state allows the U.S. to claim the money is being held in "governmental custody" for the Venezuelan people rather than being "stolen" or "annexed" by the U.S. government.
?Flow of Goods: Reports indicate that Qatari banks are being used to auction this money to Venezuelan private banks. This allows the funds to be used specifically for food, medicine, and infrastructure within Venezuela without the money ever touching the U.S. financial system, where it might be blocked by pre-existing sanctions or legal liens.
