"Deserve" is an interesting choice of words. No foreigner "deserves" to be in the US. Just like I don't "deserve" to be in Italy, Spain, Egypt, etc. Perhaps the term you are looking for is "allowed". As in the US said they were "allowed" to be here at the time the visa was granted. Evidently, the US now feels they should no longer be "allowed" to be in the country. Why? I don't know. But they don't "deserve" to be here.

I find it interesting that you are arguing that the USA allows people in our country that don't deserve to be here, though. If the USA didn't think they were worthy of admittance, why do you believe they were allowed in the country?

Deportation standards are very arbitrary and you really don't need a reason other than the fact that they are non-citizens.

Different standards for different administrations. The standards are arbitrary.
One fact remains consistent between administrations: they are non-citizens.
