There is no way Isreal will ever completely share all of their intelligence with the USA.

No where in the bill does it suggest Israel be held to the same standard as us. It says the POTUS must justify to Congress why we should withhold information from Israel.

There would be so many unintended consequences to this. And what would POTUS say to justify withholding info? Can POTUS be overruled by congress? As soon as POTUS gives a reason for withholding intelligence, then the reason itself would provide intelligence to Isreal. When intelligence is circulated through congress and discussed - even in a closed-door committee- it somehow gets leaked. And why is there a bill just regarding Isreal? Why not other countries? The CIA has so much information about Netanyahu, as well as every member of the Knesset: their sexual picadilloes, business interests, shady dealings, etc. They keep complete psychological profiles of every world leader and their vulnerabilities. You want to play political football with that info? This is an accident waiting to happen.
