The answer is a resounding YES. The Oil and Gas Lobby! They control the Louisiana Legislature. Don't tax oil that is refined here from foreign countries, don't ask them to clean up old oil field sites, or pay to restore the coastline due to erosion from all those canals for their pipelines. The Oil and Gas lobby controls Congress as well.
