That's the issue for me. The fentanyl crisis, and the associated Executive Orders and the national health emergency, is the main pillar of most of the actions being taken. Venezuela, per multiple presidential administrations — including both Trump admins — is not a major player. DEA reports from as recently as a few months ago do not even attempt to tie Venezuelan drug traffickers to fentanyl. Those reports do continue to stress the involvement of Mexico, China, India, and even super-labs in Canada. There is simply no established link between Venezuela and fentanyl.
The fentanyl crisis is being used as an emotional primer to encourage support from the general public. It works on the surface, which is all most people will ever look at, but it quickly falls apart with the least bit of scrutiny.

I think he has to do this to fight the internal war. It's grimy and dishonest but if your own agencies are against you then you would have to clean that up first before you could get much done. It's an ugly game but if he doesn't play, they win.
