Maybe but why since 2000 do only Democrats win recount/provisional/mail in ballot counts. Seems like a trend.

That Repub declared victory even though her district's largest county had not reported its final tallies. Those tallies were reported the next day, Wed Nov 7, and the Dem pulled ahead. That county had 8K absentee ballots and 1800 provisional ballots that had to be verified and counted. That race was so close, those almost 10K ballots switched the lead on Wed morning.
Candidates need to wait until all the votes are counted to declare victory in a razor-then margin election.

That cannot be right. It would have to break 4900 to 3100 to break even and then to get the additional 2800 it would have to have broken 6300 to 1700.
