People, 16 and older, will be fined 25 dollars per occurrence.

We were in San Francisco one summer watching the 4th of July fireworks. Some kid loses a balloon that floats out over the bay. Old liberal lady beside me sees it and says "Well, there goes another dead baby dolphin".

I’m not pro balloon release or pro littering. However, we already have littering laws (rarely enforced) do we need a new law specifically for balloon releases or can the government just announce that it is considered littering.

It's pretty trashy when you think about it
But most people in/from LA are littering trash so I guess this would be upsetting to them

I was walking down the street last weekend with my lunch and this girl jumps out of this van then I hear the, Oh no my balloon! And then some crying. I try to scurry to grab the string for her but it was too high for my white man jump. Stupid racist balloon.

She selectively did not have a problem with the trash and chemicals from the Chinese fireworks falling into the water or the firework production chemicals killing Chinese river dolphin.
You should have bought more balloons and released them in a timely fashion.
