So is this “Board of Peace” actually organized under UN Security Council Resolution 2803 or does it claim to be able to operate outside of that authority?

UN took a body blow today.
The bloated, useless, perpetual failing, American taxpayer sucking, corrupt, terrorist embedded, bureaucratic pile of shite helped bring about its own downfall. Trump just put a knife in it to help it on its way to irrelevancy.
The Board of Peace, to be a future key component of the Trump Center for Peace & Freedom, will be a competitor.
The world needs it.

The brilliance of the Trump Cabinet is this was done strategically with a peace banner.

Membership in the UN doesn't preclude member nations from making deals nor policies outside the UN umbrella (example: G8).
