The shooter looks like he has developmental problems

There's no way this guy doesn't have a underdeveloped frontal lobe or something, he looks like some of the hillbilly pictures circa early 1900's with severe regressive inbreeding.

No evidence he's hispanic. He was ADOPTED by the Cruz's. No idea what his ethnicity is other than mutant.

I'm not trolling either, I was wondering if there were any medical opinions, obviously the kid is nuts but I am thinking something along the lines of a developmental issue.

Read up on this kid, he was a ticking time bomb. He was unusually smart, but something of an oddball and probably picked on. On top of this, he was adopted and about 13 years ago his adoptive father died. Then earlier this year his adoptive mother died unexpectedly from the flu . He had nowhere to go and was taken in by friends......easy pickings for fringe groups, for sure.
