then which one are you discussing?
that's teh one that is being used in this context, as it specifically addresses the issue on campus (which is what teh OP is discussing). this is the state that the administration has repeated early and often
where is the other stat from?

can i just make bold statements and then make up my statistical support. then when somebody criticizes the analysis behind my bold statement, i can just pull the "well you haven't seen it, so you can't say that i'm wrong" move ?

I think it's very odd how defensive some of you are about this.
After a quick google search, here's a link to an HP article about a survey that included CDC methodology, part of which was a survey of shelters.
