What?
Minimum wage was in the $3 - $4 range well into the 1990s and was $5.15 an hour as late as 2006.

You're obviously naive regarding economic issues.
It's simply put, the process of supply and demand. If an employer offering $11.00 an hour can't find help, how in hell will one offering $7.25?

It’s an employers job to negotiate the pay someone’s skillet is worth not to pay them a wage just to be “livable”.
