My thinking is that Russia can afford to take this time of "Muddy Spring Ground Conditions" to build-up and augment all facets of their war effort in Ukraine. Mud doesn't affect railroads, and Russia's supply depots and strategic troop movements can still be on-going during the Rasputitsa along the railroad net.
All of this build-up could lay the foundation necessary for a really robust Summer Offensive to commence around the last week of June, when the ground will be very nicely dried up and off-road going for wheeled vehicles will be very nice.
But, what if you are right? My thinking might be a good plan, but, what if Russia simply does NOT possess the reserve materiel and monetary resources to actually generate an effective Summer Offensive? Yes, in that case, you'll be correct, because, in that case, Russia might not be able to win, either.
In that case, Russia might simply opt to just Terrorize the Ukrainian people into submission by using dumb bombs and shells to just destroy and level anything in range. Incidentally, the Allied Strategic Bombing Campaign during WW2, particularly the UK's Bomber Command strategy, was to do just that - Terrorize the German people into submission.
And what about the USA's strategic bombing strategy against Japan during WW2 - could it be argued that THIS strategy had, at least in part, the objective of Terrorizing the Japanese people into submission?
My point is this: Russia would not be the first country in history to use Terror Bombing as a strategy of war.

I don’t think that would work. Terror bombings have the opposite effect.
I also see no sign the Russians are trying that.
There was a report the yesterday, that the Russians are now focusing on the destruction of the UA, which would win the war.
The Russians have two specific advantages there, artillery, and air power.
As much as we read about the Russian supply issues, the Russians can make it very difficult to keep the UA supplied and fighting, by bombing depots, and interdicting supply lines.
The UA are also retreating in the east, which exposes them to artillery and air attack.

Air assets are mostly, if not 100%, operating out of Russia and Belarus where Ukraine can't hinder their supply I'd guess.
