The line item veto...its time for a fresh look

Thinking about this in light of the bullshite omnibus.
I know that in Clinton v. N.Y. the Supemes declared it unconstitutional; however, I think the argument can be made that the passage of such omnibus bills thwarts the veto power and that because appropriations are supposed to be presented in separate bills (one for each department), the President retains the authority to veto departmental appropriations within such omnibus legislation.

The veto may be a bigger political risk but nothing about the veto itself changes. And he can still specify why he vetoed it. A member of congress could do the same with his/her no vote, but it's harder to garner support when those who would normally do the same, may feel that the overall bill is more important or some other part of it altogether.
One person had the most power to stop it or anything in it. He chose not to use it, and the lack of specificity of the power doesn't excuse it.
