It's more of a DNC thing than a Biden thing if I were to guess.The DNC has a great demographics analysis operation that helps them in long range electioneering forecasts. They aren't looking at this year , per se, but at 2028 and beyond. They telegraphed much the same about their plans for GA after the 2012 election.

If you think a constitutional amendment enshrining the right to abortion and another one enshrining the right to recreational marijuana aren’t going to drive people to the polls who wouldn’t have voted otherwise, I don’t know what to tell you.
This will increase turnout, and the majority of these will vote Biden over Trump. That ruling by the Florida Supreme Court yesterday was not what the GOP wanted.
