When you break that down by Enlisted vs. Officer vs. General Officer you get the following:

Enlisted - just under 70% white
Officer - same percentage as overall
General Officer - just under 90% white

HOWEVER, let's break the General Officer numbers down further:

About 8% of officers are black
About 78% of officers are white

Just using the Army as an example, let's say a year group consists of 5000 2nd Lieutenants that commission between December and August of any given academic year.

95% of those will make 1LT (4750)
90% of 1LTs will make CPT (4275)
50% of CPTs will leave during their initial term (2138)
80% of the remaining CPTs will make MAJ (1710)
80% of MAJs attend CGSC in residence (I'm including in residence because it's almost impossible to make GO through distance learning - 1368)
60% of the remaining MAJs will make LTC (821)
36% at most of LTCs will be selected for CSL billets (296)
50% of those remaining LTCs will be selected for the War College and make COL (148)
20% at most of those COLs will be selected or even eligible for CSL (30)
10% of those remaining COLs will make General (3)

Now let's expand that over 100 year groups (500,000 officers, 300 Generals)

If 8% of those 500,000 officers are black (40000) but 8% of those 300 General Officers are Black (24), meaning that you have a .06% chance of making GO as a black officer whereas 78% of those 500,000 officers are white (390000) and 88% of those 300 General Officers are white (264) meaning you have a .068% chance of making GO as a white officer.

That means you are 8 THOUSANDTHS OF A PERCENT more likely to make GO as a white officer than a black one.
