None of which is relevant. The President has sole discretion. Congress delegated that discretion with the NEA. They also limited this discretion to 123 enumerated statutes that specifically invoke the NEA. Next.
Boosie has the right argument. Does a border wall fit as military construction. If I recall correctly there may be a code section out there specifically saying barrier walls are not. But I’m not poilsitive. That’s what y’all should concentrate on. This other stuff won’t fly.

1) The real problem is the Dems wouldn't give essentially pocket change ($5B) to Trump to build a needed border wall.
2) I am shocked that we haven't had a wall for 250 years. A country is defined by its borders.

I will give them barely credit enough to assume they realize they are losing more and more ground in the electoral college, thus import the masses then pull out all the stops to allow them to vote. Turn red to purple and purple to blue with an organized effort to disperse new votes where needed. Germans

Hopefully then Repubs will pull their collective heads out of asses and take notes on how the Dems are going to obstruct this upcoming process. If the S Ct comes down on the side of Trump then yes there going to be payback for the sake of payback when a Dem gets back to the WH. However when it comes to a potential NE re: gun rights there would be a much stricter constitutional standard due to Bill of Rights being directly involved. As for skme sort of environmental NE....surely the little guy who has so far stuck with Dems will have discovered the fact tht said little guy will be injured the most from unaffordable fuel costs. Sounds good in my head anyway.
