Maybe it's because the appointees are actually from Central Casting while the REAL powers and decision-making lie in the shadows? All of them seem unsure of themselves; None of them act as through they're really in charge.

ETA: It is most likely true the anonymous former FBI sources are Bushites from Wray Comey that hate Trump and Patel.
But you can't make up his FBI jacket stuff.
