You stupid dumb bitch. He doesn't have to do anything legally. He just turns a blind eye to Muslim patrols that "enforce" local areas through intimidation. Essentially the local mob threatens the local sandwich shop to stop selling pork, or whatever. Mamdani just doesn't involve the police or prevent it.
