New Zealand has extremely strict immigration laws.
They only take those people who do jobs they have a shortage of.

True, but there are nearly 8 billion people on earth. No shortage of carriers. Many of them visit New Zealand, too.
If every human on earth stayed at least 2 meters from every other human for 3 weeks, there would be no communicable viruses. That isn’t going to happen.
