Often in cases where a person is violating a court order there is a hearing whereupon the person is offered a chance to comply before being taken to jail. The person may or may not have already been arrested.

The Republicans have been very active with lawsuits during this. The Harris County (Houston) lawsuits (the one against masks lost) were backed by a Republican operative, Stephen Hotze.
A recorded message from Hotze hit my landline last night urging me to take part in a phone forum. Edit: I went back through my caller ID and Hotze’s call was marked “political call.”
The reason I bring this up is that some motivations are based on the law, others are based on politics. You decide.

Its a question of selectivity.
So if someone were to file through this judges rulings they would fine similar punishments...7k and jail time..for all or most other cases of first offenders "contempt of court" charges with dropping any jail time if they apologized to him?
If not, what could the differences be attributed to??
