Even if it did (which I don’t believe for a second), it’s still blatant misuse of our tax dollars. There’s zero justification for this type of spending no matter how you look at it.

No true taxpayer in this country has ever once looked his/her paystub or return and thought, “Gosh, I can only hope this money will help to fund opaque, completely nonsensical charitable endeavors for minuscule population segments in distant foreign countries that I may or may not personally support.”
