They haven't changed for me.

I assumed it was because the supply chain was taking time to catch up, but based on recent claims it appears Trump hasn't done anything towards these things yet?

Or something else is holding it up.

SPR was designed for total war. In that event we’re talking shipping lanes blocked and major Naval battle. It would very much be necessary to have a SPR to continue fueling the military and keeping the country operating at a full industrial support mode.

No. It is a waste. A chain is only as strong as its weakest link. We have a zillion things we depend upon foreign trade for. Energy is not one of them. We have way more energy production than we need. A Strategic Petroleum Reserve is like having a Strategic Pharmaceutical Reserve or a Strategic Copper Reserve.
