Your standard of St. George needing to identify where Baton Rouge has failed St. George is immaterial. St. George gets to decide on its own whether or not it wants to incorporate. It doesn't have to prove that it is underrepresented. It doesn't have to prove that it is not getting the same benefits of the rest of the parish.
It only has to decide on its own that it is a better situation if it incorporates.

I don't know about you guys, but when I think of clean, well-run governments where corruption is easy to get rid of... I think of small Louisiana towns.

it's hilarious to me that this is the best argument against St. George...that Baton Rouge can't survive without St. George.
Implicit in this argument is the acceptance that Baton Rouge has no chance at fixing the problems that are causing this movement in the first place.
It's not that Baton Rouge won't survive, its that it wont prosper. And when the portion of that population that is worse off than it was before resorts to crime, where do yo think they will go? Maybe right down the street to St. George

I believe that is why Russian is so concerned. He knows it is very likely to pass. He thinks his best chance of opposing it is to spew as much nonsense as possible to muddy the waters.
What would stop any town from breaking up once one part felt that they had more assets in their backyards, so to speak?

St. George isn't part of incorporated Baton Rouge. You realize this, right?

I have no concern that St. George will be capable of managing its own government if it chooses to.

He has posted before that his kids are products of the magnet schools in EBR.
My opinion is that this is the source of his point of view. But, he can choose to elaborate if he wishes.

That's what I figured. I'd consider the magnet schools a legitimate argument if there was a spot for everyone. Magnet schools are great for the lucky few who win the lottery.
