I am all for shutting the "damn thing down" = if the fed-critters want to get serious on solving 'problems' then lets have single issue bills from both houses of the legislature from now on - and eliminate ALL 'earmarks' - NOTHING shall be funded except for direct support of the single issue's bill title, and the means by which it supports that issue is fully explained in the text of the bill.
ONE at a TIME -
first order of business = name and fully describe the "Issues" to be considered
- and then RANK them in the order in which they will be addressed for a vote. Set the committees loose to define the exact text of what is being proposed and the COST associated with THAT issue alone.
- and set a limit on the pages of text to be considered in one bill - if that cannot be achieved, then break that issue into sub categories and then re-rank the whole list with the new info.
