That's not how refugee settlement works
It isn't some lone northeastern lawyer calling all the shots
As far as I know there are 9 different non governmental agencies that assist with resettlement of refugees. Do they have some attorneys working for them? Of course. Are they all in the northeast? Probably not.
I'm sure it was no accident that many Vietnamese were placed in areas where there would be opportunities to fish. It wasn't some coincidental accident like you seem to be implying.

Importing cheap labor displaces those with low skills, regardless of their willingness to work. Has nothing to do with work ethic, it's simple economics.

It's not just affecting low skilled jobs either. Technical and other skilled jobs are being affected as well. They're willing to work at lower wages depressing the market.
It's funny that democrats support this while bitching about how CEO pay is forty billion times a regular workers pay. You can't have both.

On an individual basis sure
But in aggregate you can't claim that they're some huge drag on resources if they're employed at a higher rate than native born citizens

Basically you believe in unchecked immigration. It doesn't matter if the people coming in here are skilled or not and it doesn't matter if it effects unskilled workers or skilled workers.
