The purpose will not be ship on ship combat that traditionally categorized battleships. The purpose will be ground based attacks from sea. When rail guns become perfected you will see a tremendous decrease in resources per round.
A tomahawk cruise missile costs roughly $2 million. Projected cost for each railgun round will be between $25-$50k. Huge savings per strike.
ETA: Conventional shelling has a range of about 12 miles. Rail guns have a projected range of 120+ miles.
