I just received this email from my employer (I am employed by a university). My bet is the same situation applies to the USPS.

[Our office] has received several inquiries concerning Juneteenth becoming the 12th federal holiday and whether or not [we] will observe it tomorrow by closing [the university]. Regretfully we will not, as the FY2021 holiday schedule was approved by the Board of Regents in February 2020 for the maximum number of holidays general academic institutions may schedule, per Texas Government Code 662. You may find the current holiday schedule here.
