The federal government has limited powers outside of DC. They can potentially have complete power in DC.

ICE, the FBI and ATF among others have police powers over a number of crimes like organized crime, gang racketeering, illegal firearms and a number of their activities, but not so much local matters.

Giuliani should head up the effort. He has a lot of experience in getting it done.

The legal authority exists in DC

It also exists to the extent that it is an action solely for a federal purpose like protecting ice or defending a federal building.

Otherwise there cannot be any fed troops/nat guard unless requested or invited. Period.

And what is any person's basis for being scared of the nat guard in their city? Has there been even one example of violence against a law abiding citizen?

Trump can Federalize the IL Nat'l Guard & send in troops under the Insurrection Act. Also, sanctuary cities oppose Federal laws. Trump can declare they are preventing him from executing Federal laws re immigration & crime.... that justifies sending in troops. JFK in AL in 1963.
