I don't know if he would or not. I tend to think he would. But I have a feeling if you offered the same chance to past presidents a good number of them probably would to.

I need a ruling from the board...
Is Rex saying "no" to my inquiry as to whether he wanted another chance, or is he saying "no" (that Obama would NOT seize Chavez-esque dictatorial powers).
The context of his statement seems to indicate the latter, as opposed to the former.
