If there was a real case to be made he would have appointed one a year ago. There is 0 reason for him to have waited this long if he really thought they would dig anything substantial up.

The whole 2nd counsel thing is just political. Congress has investigation resources and subpoena power. They could easily get to the bottom of this if it was that important. Congressional oversight exists for a reason.
The only reason this call is out there is to taint Mueller investigation.

Congress has a lot less investigative power than the DOJ. Congress can't indict. Congress can't haul people in front of a grand jury. Congress can't prosecute. And congress is not independent...they are full of hackery.

That seems a bit short-sighted. Seems to me that since Mueller's investigation is looking for collusion in the Trump campaign, someone should be looking into the glaring evidence of collusion in the HRC campaign. I understand the IG is doing this, but he is limited in areas that a 2nd special counsel is not.
If we honestly are looking at how our election was influenced by the Russians, we should be looking at both.

a) Congress does have a lot less investigative power than the DOJ, but what congress does have is the ability to hold public hearings. So even if crimes were not committed (clue, they weren't), they could highlight issues in the process.
b) congress could pass a law tomorrow or frick today to limit the FISA warrant process or demand they turn over the warrant. The fact that they haven't is telling.

rod rosenstein was appointed by trump and he is the one that called for the special counsel. A republican nominated someone who appointed a republican to investigate a republican campaign.
