Sergeant Pentland just randomly assaulted black people

Compound problems here.
A police force unable to put this kid somewhere where he can be evaluated and put into therapy. A medical system incapable of using their power to have the kid taken out of the public. The public having to deal with the problem themselves. On top of the failure of the system ...Medical and Police ....a damned public that says ...If it's not happening to me or my family ...look the other way. He has rights.
Until he grabs someone's daughter or wife....
