How about Louisiana stop using the gas tax monies for salaries, bonuses, etc. for those in the DOTD. Until recently the LSP was getting a cut of the so-called dedicated monies earmarked for the TIME program. Typical Louisiana politics by both parties over the years, taking dedicated funds and diverting it for other uses. The BP oil spill funds, tobacco settlement funds, etc., many of which voters approved constitutional amendments for these funds to be placed in interest bearing accounts, and the interest be used to fund certain projects. Yet the legislature, upon governor approval, through the years found ways to siphon off these funds. Every politician that serves 4 years in La State government, should have to stop by Angola and do 8 years after their term ends. Because they all are taking and wasting taxpayers monies, fees, etc. It's why Louisiana government continues to be a joke, and just wait until a governor allows a constitutional convention. Want to place bets on the current $75k homestead exemption being cut or done away with?

While I'm not encouraging increased property taxes, why should the state government, which collects no property taxes itself, dictate to parish and municipal governments an arbitrary amount of their tax base to be exempted? Why can't that exemption be determined at the local level, even to increase it?

One of the reasons this state is in the mess it's in is because too many dollars are constitutionally dedicated. A convention needs to be called to address this and do away with some of these dedicate slush funds. Additionally, the constitution needs to be amended where any changes to it requires a super-majority and constitutional amendments cannot be undone in the legislature like the Stelly Plan.

While efforts to rewrite Louisiana’s constitution stalled with state lawmakers, advocates for a constitutional convention are trying to make new inroads for the movement, seeing opportunity with legislative term limits and statewide elections this fall.

The push may face an important roadblock, however. Two of the three major candidates for governor, Democratic incumbent John Bel Edwards and Republican U.S. Rep. Ralph Abraham, are lukewarm at best to the idea.

Only Republican contender Eddie Rispone is a full-throated backer of a constitutional convention.

Toll roads keep a lot of the trash off the highways. I’m in favor of them as long as there is a watchdog ensuring the funds go towards highway maintenance and improvement

I disagree with you about toll roads, but whatever.

Why in TF are you against a constitutional convention?

As you implied, dedicated funds don't actually work. Either general fund money that was going to that need is diverted away (hello, Louisiana Lottery and education), or, what "qualifies" gets an expanded definition. It's a charade.

Take the handcuffs off. Undedicate just about everything, and make each agency/group go beg for money each year. Make them show how they need it and what they will do with it.

I sure hope it is. It's awful tax policy. It doesn't help who it is supposed to help. It causes higher sales tax, which hit the poor harder than the help they get from the homestead exemption.

And as another posted said... if anything, it should be decided at the local level. You know, the agencies that actually collect property taxes.
