He was retweeting Iranian propaganda, essentially. Military commentators and analysts have no clue where the “26 ships” data came from, but it’s blatantly false and easily disprovable by just tracking public real time data.
So even if we accept his excuse that he was being sarcastic, he was citing likely Iranian-originated wartime propaganda to make his sarcastic point
