My question is: with what appropriated funds?
I’m sure there are some FY19 appropriations that could be shifted to build a few bits and pieces, but the Executive Branch executes their Departments and programs based upon very stovepiped allocations that Congress lays out after months of hearings.
You simply don’t get a big pot of money to run the government. If Congress doesn’t tell you to buy it, you can’t just shift BILLIONS of dollars from programs and other projects.

...but, but...its binary and let’s talk about compromise. Trump has attempted to make concessions and asked the libs to do the same. They won’t because he is OMB.....so, when the other side won’t negotiate you do one of two (2) things - (1) bid against yourself which is normally the wrong thing to do or (2) move forward and do what you said you were going to do if you could not reach compromise.

i have got out of this Presidency what i truly wanted a conservative/moderate supreme court, if Hillary was elected the disaster would for be 30 years of liberal activism. Thats the difference between conservative and progressives, conservatives actually believe in the constitution wheres as progs are by any means necessary and the supreme court was on the verge of becoming the defacto government in itself. That being said the wall would be nice.

If it goes the "State of Emergency" route, the SCOTUS will have a chance to define what constitutes a national emergency. If they want to help Trump and are wise, they will tailor that definition to be very limited...but broad enough to encompass the boarder issue. Will need it to be narrow enough to exclude issues like global warming or environmental stuff....or abortion. If Trump goes that route, rest assured the Dems will see it as a free for all tool to be used loosely when they have the presidency. That is why the SCOTUS opinion and reasoning will be so massively important....

i dont think trump tries the emergency declaration on the grounds he knows its a bit shaky grounds and the dimms will get liberal judges to stop it just like his travel ban.
what i am wondering is if trump just publicly comes out and calls it a national emergency, and therefore he is sending the military to the border to build the war using the defense budget to pay for it
pretty sure they cannot block him from doing this in any way since it doesnt require any "new" spending and dimms can bitch all they want about claiming misappropriation of funds but border security is 100% solid class of defending our borders which he has total authority over
