You really believe that supplies are being withheld as a publicity stunt? Has nothing to do with no fuel to distribute, for people to move around the island? No, that's too simple. Let's ignore the fact that it's an island with limited resources and jump to "publicity stunt".

Really though,what is the point of sending aid, just to make the corrupt officials richer? Go along with it if you want,doesn't matter to me.
