Hey that's a naval tug- it's only for towing aircraft barges.

Going from Korea to Japan in the late 80s I saw the Kiev being towed by a Russian destroyer that was being towed by a Vietnamese tug. Quite the armada with the Vietnamese tug leading the way with all their laundry hanging up to dry.
We circled around for a closer look and the Kiev tried to launch a fighter (YAK) to shoo us away but as he powered up a huge explosion of black smoke came out the back.
