It isn't so much a theocracy as it is regular authoritarianism. The Turks aren't interested in any version of Islam as Wahabi/Salafism because the narratives associated with those versions are inherently pro-Arab and pan-Arab. Turkey isn't interested in pan-Arabism; they are interested in returning to what they see as their glory years, as the Ottoman Empire.
