Foreign Aid spending - Cut 75% across the board
Defense - Cut by 50%
Welfare - 25% cut to benefits for non-seniors, elimination of benefits to non-citizens.
Agriculture spending - Cut by 20%
Homeland Security - Cut by 20% per year until it ceases to exist.
Education spending cut by 37%.(The average percentage difference between tuition for public university vs community college)
Defense - Cut by 50%

I would start with replacing income tax with a fair tax . That would cut spending by eliminating the IRS . It would bring in more taxes because everyone would pay taxes and people couldn’t work under the table and get away from taxes .
I would cut Medicaid and all other welfare system to pay for the difference. Every year they would be cut down till they are eliminated . If you can’t afford to feed your kids then give them to someone who can and stop having more .
I would use some of the military spending to build more prison and a wall on the border . If we keep criminals in prison then we are safer and so is our belongs . This would lower insurance cost and lower the cost of products at the store down the road when store don’t have so much stuff being stolen . We are paying higher prices to cover these stolen items .
I would cute Social Security by moving the age back to 72-75 and use the money cut to help Medicare. This way people who save their money can still retire at 60 .
I would eliminate Obamacare and go back to the way things were before. That would be like a tax cut for working class citizens.
I would taxes all money being wired to other countries at 40% and stop all financial aid to foreign country.

Freeze federal hiring and budget increases. Eliminate all non-essential departments. Allow attrition to trim while moving people from non-essential departments to fill any gaps in essentials.
The last GOP Gov. of NY did that and it worked.

SNAP can be cut significantly from the Obama high. His administration aggressively grew the program beyond what’s reasonable.
The Dept of Education could be done away with.

Eliminate the IRS, and move from an income tax model to a sales tax model, so everyone has skin in the game. Lower tax on commodities than on all other items.
Eliminate DOE, and move all student loans (if they aren't already) to the Treasury. Create an Education advisory board for education-related policies.
Increase debt now and do away with Medicare, Medicaid, and Social Security. Pay back all FICA paid in (minus any payouts) for each citizen, and get out of the health insurance and retirement realms.
Cut all other departments ~15% the first year, and review a five-year history of expenditures v. revenues to look for inefficiencies. Year 2, cut inefficiencies and backfill vacancies in usable departments with cuts from attrition/layoffs.
