Will not solve the problem as the problem is a shrinking population which causes the economy to contract. It would ease some pressure, but will not stop the contraction

More retirees than workers is a major component of "the problem" with population contraction.

Absolutely - water rights in the west are all kinds of fricked. Few things demonstrate just how little our governments focus on individual well being and consumer protection.
