Sure they do. They just prefer the parents, not the government care for the kids.

Be honest, you don't give a single shite about a child born to a woman in some podunk county anywhere in this country at any given moment. That's the responsibility of the parents to take care of that child...unless the father isn't there....and as long as the mother isn't strung out on drugs....and as long as that kid isn't acting a fool in your child's classroom...
You will never care about that child more than you do while it's in its mother's womb.
