Electrical Engineer here. Very, very skeptical that they implanted transmitters during a dental cavity repair. As people have mentioned, transmitters require power, and the RF could be detected by the Iranians.

Now, they could maybe transmit a short beep twice a day or something? That would be harder to detect and take very little battery power. And remember, any low power signal would need a receiver very near the source, and then that receiver would need to communicate the coordinates back to the Israel side. But that could be implanted in their pagers, walkie-talkies, etc (if they still use them!) .

More believable - an RF-ID tag implanted in the tooth. An RF-ID tag doesn't need a battery, it re-transmits a signal that is sent to it (using power from that received signal), and that signal that is returned can include an ID#. So a tricked-out pager (or other device) could send that signal 2x a day to make it harder to detect, get the ID, and the pager would have GPS, and send the ID# and location to "home".

I'm still skeptical. These things would show up in an x-ray, and if detected, those planted dentists would all be tortured and executed. I can't imagine coordinating that. The pager explosive thing, while incredibly clever, was done remotely. They intercepted a shipment, and either modded them, or had a bunch modded and ready to go, and put them back in the delivery. Much easier than a dentist interacting personally with high level Iranians. These guys must be paranoid enough to have fully vetted anyone who is going to actually inject them with pain killers, etc.
