I think you're intentionally not understanding what Thomas Massie was saying.
Massie was comparing the Ayatollah to Maduro. The Ayatollah was a religious leader who's death will greatly inspire his followers to seek vengeance. Maduro was a failed politician who has little to no support. The comparison was made to highlight that the Venezuelan action will be met with little resistance, while the Iranian action will be met with resistance that is inspired by religious zeal.
He was not eulogizing the leader, he was speaking to the consequences of taking him out because of his status in the Shia world.
