The "West End of Town" is still in the same place as the high end income of town. Try the same size town in Mexico, Guatamala, Rwanda, Congo, Viet Name, India, Ukraine, even UK, Canada, NZ.
If I've made 100,000,000 pills and I need to sell them I start in the USA at the highest price possible, but if I have 1 or 1000,000 left I sell to the next highest at the most I can get out of them, all the way down the list till I run out of pills...then I make more and repeat. That's how business works.
