He's wrong about this. None of this disclosure stuff would be happening if Trump weren't in office.
Refuted by Trump himself actually. When asked what all they told him about aliens he responded, "a lot."
He also isn't too enthusiastic about the release of this stuff. Said, "I know a lot of you are excited about it (disclosure), but I don't know if I would be."

Other countries already have. It seems like everyone has been waiting for the US government to come clean. I'm guessing because we have the most advanced tech in the world. Can Brazil, for instance, be certain that the strange shite they see in the skies doesn't belong to the Americans? No. It needs to be disclosed by the big dogs on the block.
