Sounds good but serious procedural question....Can you change the rules for a single vote? I don't think you can but frankly I do not know.

Why yes you can.
But even if you restore the rule, once it's gone it's gone for good.
BTW it is already gone for good.
It has been gone since Harry Reid did away with it for Circuit Court Judges.
After that McConnel removed it for Supreme Court appointments.
The Republicans were just too stupid to remove it for legislation too.
The Democrats will remove it for legislation as soon as they next control the Whitehouse and Senate.
If you don't believe that just watch and see.

Or we could just put a toll on anyone passing into Tijuana and other border checkpoints. Granted it would take several years to get to $25 Billion, but it could be a living fund as the wall is being built...

It's an appropriate response and it makes you angry because you know it's true. Trumps mouth write a check that his arse can't cash. He does it all the time. You should be used to it and readily admitting to it at this point

A 20% fee on all monies transmitted south of the border would pay for it probably faster than it could be built.

Put a tax on money wired to individual accounts in Mexico and Latin America as well, at least we would get some tax dollars from all the black market jobs. Mexico sends home about 29 billion and Honduras, El Salvador, Guatemala another 17 billion.

Why did we have majority rules and then put in the awkward filibuster rule? To make it damn near impossible to get anything done without having to slop a bunch of gravy around for everyone thats why. Or just whine the whole time that the other party has the majority when you know damn well it does not mean shite without 60 votes.
Seriously, how many billions are wasted in govt trying to bribe the other side to give a vote. The people voted for the senators the people should be represented fairly.
