Good idea. Or we could use AI to form the districts, given the following rules. Districts are to be as compact as possible with an even population distribution. Boundaries should be large roads (interstates) and rivers or county (parish) borders.

Do not allow any looking at party affiliation, race, income or any other factor. Just as small and compact a district as possible, without any long stretching areas like LA 6.

They should definitely follow county lines where at all possible, and city lines where not.

In dense populations like NYC, city council districts would be acceptable.

A rationale person should be able to look at congressional districts and say, "yea, that makes sense"

Unless something has changed in the last few years.... computers are terrible at randomizing. It's never truly random.
